Jinming He was born in Qiqihaer, Heilongjiang Province, China. He is now an engineer in the Department of Civil Engineering, Tianjin University. As a structural engineer, he participated in the design of the new railway line from Chaoyang to Qinshen High-speed Railway Linghainan Station and Mudanjiang-Jiamusi High-speed Railway.
